At Dominion Energy, we take pride in delivering safe, sustainable, reliable and affordable energy to power our customers’ daily lives. And we are listening to your expectations on building a clean energy future. That movement is happening right here, in the Hampton Roads area, with the Coastal Virginia Offshore Wind (CVOW) project. Although the wind turbines will be 27 miles off the coast of Virginia Beach, we have to deliver the clean energy onshore, and we need your help in figuring out how.

Harnessing the Power of Wind

To deliver the energy generated by the offshore wind turbines to our customers’ homes and businesses, undersea cables are proposed to come ashore at State Military Reservation in Virginia Beach. From there, transmission lines will carry the electrons to a proposed substation near Naval Air Station Oceana and then to the existing Fentress Substation in Chesapeake to serve the larger electric grid.

The CVOW project has been a decade in the making and is well on its way to delivering the clean energy future we all want. This industry leading project is:

  • The first project installed in federal waters
  • The first project owned by an electric utility
  • The second offshore wind project in the nation
  • And once fully constructed in 2026, it will be the largest offshore wind project in the United States

We are seeking your feedback to, among other things, help develop the best possible route options for transmission lines to bring wind-powered energy onshore. We are committed to keeping you informed as the project develops. We are equally committed to listening to your input and factoring it in as we look to identify the best possible transmission routes and wind farm layout, which will require multiple approvals from local, state and federal regulatory bodies.

Project Goals

Throughout the planning process, we will be hosting virtual public meetings, workshops, and more that will seek your input on:

  • Maximizing the use of existing rights-of-way
  • Minimizing the impacts to landowners, environmental justice communities, cultural and historic resources, and sensitive species — like the North Atlantic Right Whale
  • Opportunities for businesses and local hiring of veterans and individuals from under-represented communities
  • Partnerships on other opportunities created by the CVOW project like career and workforce development and scientific research

With your help, we will enable clean, sustainable wind energy to power up to 660,000 homes across the Commonwealth, while creating hundreds of jobs right here in the Hampton Roads region.


  • March 2 & March 4: Dominion Energy will host virtual project meetings and share information on ways citizens can provide input
  • March – April 2021: Gather additional information and data including surveys
  • Late Spring – Summer 2021: Dominion Energy updates regulatory filings based on public input
  • Late 2023 – Early 2024: Begin onshore construction
  • 2024 – 2026: Wind turbines are constructed and come online
